They are conventional brakes actuated by electric solenoids where the towing vehicle doesn't have an air compressor. They're definitely better than nothing. I briefly worked for a railroad in the early '70s so my information may be dated. They did have regenerative braking since the traction motors were electric, hence diesel-electric. You can make out a little bit of the fan than was solely used to dissipate the wasted energy from the resistors rather than cooling the diesel.
