In my recent experience Ubuntu upgrades need hand holding while Fedora goes smoothly. Tomorrow is a test of the Fedora upgrade to 42 that I'll probably participate in. A few weeks ago I tested the 42 WSL install from a rpm. When OpenSUSE went to Leaf the recommendation was to do a fresh install since upgrades weren't going well. I never did and ran 13.2. Mt Debian box is still Bullseye since there were reports of problems with Bookworm.
