If the person who has your friend's phone is still using her (your friend's) Google account, you *can* remotely *schedule* the installion of an app on her phone, but you can not force it to *run* and you can not remotely *configure* it. Remote *scheduling* of an app's installion is done from Google play under her Google account. For example if I want to schedule the installation of DroidStats on my phone, I start any webbrowser anywhere, go to the Google play entry of the app [1], make sure that I'm logged into my Google account and click the INSTALL button. Next time the Play Store app on the phone runs, it will install the scheduled app. [11]
