But you cannot recommend a possible research action to a person who is obviously not willing to do any research. (Let's be on-topic for a minute ;-)) The FAQ is for people who are willing to do that, either because they know that it is expected that you check a newsgroup's FAQ before you post or because they are pointed to it in a posting. Therefore, that FAQ needs to be current and easily readable. I know that the former is not the case, and you have confirmed my suspicion that the latter is not the case, too. Which is why I applied for the job more than two weeks ago and offered optional hosting of it on my server to increase uptime, following the OP by Asen the day before. Usenet has grown into mainstream through the Web (Google Groups, through DejaNews, to be precise) – which accounts for the change in expectation from questioners – and is currently shrinking because the mainstream has shifted to the Web.
