No, because I do not think there are such people. It is one major advantage of Network News to be asynchronous. You do not have to post from the work office where network access may be limited; if you have a job, you surely can afford some kind of Internet access at home. OTOH, if you think Usenet access with a newsreader is important for your work and you need it while working, why would you not get it if you asked your superior? And what possible hardware restrictions could there be?
