A c.l.f. post by Julian V. Noble in 1995 says WITHIN was
originally defined by Michael Ham of "The Forth Column"
in Dr. Dobbs' Journal.  In summary, there was a slight
change in the definition for ANS for the upper limit from
inclusive to exclusive, i.e., from b<=a<=c to b<=a<c when
WITHIN has ( a b c -- f ) stackframe.  ANS WITHIN can be
used on unsigned and signed.  Also having both words
WITHIN and BETWEEN are confusing, and BETWEEN is viewed
as unnecessary once WITHIN is available.

A letter to Forth Dimensions V9N1, May/June 1987 by Richard
Astle says Laxen and Perry's F83 changed the meaning of
WITHIN.  He states the upper limit was changed to exclusive
 from inclusive.  He claims they renamed the WITHIN with the
inclusive upper limit to BETWEEN.

It appears that Ed Smeda, author of DX Forth, has a page
discussing WITHIN and BETWEEN and providing an alternate
definition for BETWEEN which fixes an issue:

So, I still don't know what WITHIN is *for* ... other than
the obvious of testing within or between some range, but
just when do you do that? ...
