I wouldn't quite say it's deliberate, but RMS fairly clearly does not care about Windows or other non-free software. He probably wouldn't go out of his way to make things difficult on Windows, but I'm reasonably sure he wouldn't expend any effort to make things easier. He wants everyone to stop using Windows. The pdf version is easy to generate *if* you already have the right infrastructure, and I presume it will become available, which means Windows users can use it directly.
