Sure it can, if you bother to do regular backups to icloud and/or your coumputer (using itunes or whatever apple has for your computer type). The program code is downloaded fresh from the "app store", and you may end up with a later version, possibly unwanted, but it's data and settings are in your normal backups. I'm surprised you didn't know this!
