In any event, the article of his in that multi-volume work correctly predicts WWII. I required access to the UofT Robart's library to access it. And in the spirit of thread drift, I should note that a book entitled "Secret War" which I stumbled upon through other research was withdrawn from the library and its catalogue in and around the 2003 timeframe when I was mucking about in the stacks at that "university". -- We all cannot be intelligent, but at least we can all be polite.
