It's a 15 year old webpage that's showing its age. The main issue I see is that single and double-quote characters are all mangled like � because nobody declared the encoding being used. That usually happens when Word has turned them into fancy quotes, and then people paste them into their webpage creation system ... Anyway, it looks like cloudflare has chucked its toys for them?
