I guess that was the extent of their crimes and like the conviction of the mafia they got them on relatively obscure, quickly forgotten crimes. But i don't have a firm answer. Something to think about that with the mafia it was one guy, Al Capone. Here they are extending the practice to thousands of people, and I don't think that technique "scales" to anywhere like that. Is it even a legal policing tactic according to the Supreme Court? scale - "no one foresaw the scale of the disaster"
