The nature of C has very little to do with the open-ended nature of the 
task, it is well understood by compiler writers and rarely changes.

The real complexity lies in the ever evolving nature of processors. 
When I was building applications for Solaris I could never use the 
highest level of optimisation because it implied arch=native so highly 
optimised x86 code built on latest generation hardware would not run on 
older (or AMD) machines.  This is also why Intel's compiler will always 
give the best performance on their hardware and, when it was my main 
tool, Sun's compiler always had the edge on SPARC.
