I don't know what version of NetSurf you're using (though I suspect
it's an old one), but I've just tried it with version CI #3300, and
it loads fine with JS enabled.
In general, I recommend everyone to keep up with the current dev
versions of NetSurf, keeping at least one known good version for
the possibility that a dev version is actually broken. There are
strongly worded warnings on the NS web site that dev versions may
not be stable, but lots of experience suggests that they very
rarely fail.
Dev versions fix bugs and introduce new functionality.
