First you should try for, say, 10 newtons of thrust.

Can you explain why it takes an hour to develop the thrust?
Isn't the vXB reaction instantaneous?

May I suggest a simple exercise:
When ions in the solar wind are deflected by earth's magnetic 
field, do you think that is also reactionless and therefore
non-Newtonian?
