Question: What does "recent" mean? But if you read the beginning of the next paragraph... "In the course of the last four months..." Now we know "recent" means around "four months" ago. This letter is dated August 2nd 1939, so that would mean around March and April 1939.. they figured out... that extremely powerful bombs of a new type may thus be constructed.
