Doesn't look correct to me, there is some ⊆ missing.
For example this expression, which you should express:

 /* Terrence Tao Skolemized */
 (*') ∃f∃g∀x∀yQ(x,y,f(x),g(y))

Would be also satisfied when Q is full, i.e. Q = UxUxUxU.
Why on earth do you use <=> ? What you expressed is this here:

∀x∀y∀z∀t(Q(x,y,z,t) <=> (z,x) e f & (t,y) e g)

Which is NOT the original (*) formula by Terrence Tao.
Even not the Skolemized version (*').
