Probably true. Unless you have access to their computer I don't see any other way to get their ip besides phishing.

The easiest is probably to send them an email from some account that can't be tied to you that pulls a pixel or something from a server you run. No need for them to click on anything, just view the email. Most non-techie people use email that displays html automatically so good chance that would work but of course that's phishing also.
