Sorry, there is no terminal involved.

The wxPerl app is built as a Windows GUI application and started via
doubleclick on a filename in Windows Explorer.

I use DDP to print the file names to a wxTextCtrl (and, as you can see in
the OP), this already escapes anything non-ascii.
