I'm going to try again with a version of the change that only applies the
new criterion to PCI controllers.  That should definitely fix your issue
but since it seems to me like your issue "should not have been possible"
I think we'll need a fair bit of burn-in.  Is there anything particular
about the actual target device I could test on a platform with a PCI IDE
controller?
