In Berlin, the Russians immediately implemented "Democratic" 
politics even down to multiple parties with former German 
politicos who had one choice, do it the Russian way or die.

The Russians had a plan.  The Brits, French and US floundered 
around like guppies in a teacup - with no plans and lots of 
bickering.
