Not as I know of. I have only encountered it when going through Linux From Scratch (https://linuxfromscratch.org/) and when building custom embedded systems. There are a couple of programs like parser generators that basically depend on en_US.utf-8; for example, some test routines check the output of time-related functions and may expect the US format in their tests. I can't say why this appear now, as I have used en_US.utf-8 as a default for years now. (Some of my colleagues use de_DE.utf-8 though.) Best regards
