On my system I see the following values:

$cat /sys/module/ipv6/parameters/disable_ipv6

0

$ sudo sysctl net.ipv6.conf.all.disable_ipv6
net.ipv6.conf.all.disable_ipv6 = 1

$ sudo sysctl net.ipv6.conf.default.disable_ipv6
net.ipv6.conf.default.disable_ipv6 = 1

Are you suggesting that "cat /sys/module/ipv6/parameters/disable_ipv6"
should be 1?
