Emacs 26.3 RC1 is out!

Hi!

The first release candidate for what will be the 26.3 release of Emacs
(the extensible text editor) is available at

You can get the PGP signature at

The tarball is signed with the following GPG key, which can be found on

Please give it as much testing as you can.
