You're in an interactive shell.  Bash chose this behavior to make your
life better.

unicorn:~$ cat foo
#!/bin/bash
exec :
echo "I am still here"
unicorn:~$ ./foo
./foo: line 2: exec: :: not found
unicorn:~$
