A norovirus outbreak at a single restaurant should not be used to
condemn the entire chain.  Norovirus is HIGHLY contagious and is
spread by surface.  One customer with the virus can quickly
contaminate much of the restaurant.

Norovirus outbreaks are difficult to control.  Cruise ships hire
hundreds of employees to wipe surfaces with disinfectant
constantly, and force buffet customers to wipe their hands with
sanitizer before entering.  A regular fast food restaurant would
have employees constantly sterilizing every surface around you
while you were eating, which would be annoying.
