Für eine 40W Ringleuchte wäre das Osram QTP-1 1x26-42 EVG geeignet. 
Außerhalb des Handbereichs brauch das keinen PE.

Bei billigen EVG ist mit hoher Sicherheit mit  starken Rundfunkstörungen 
zu rechnen. Die Störungen reichen über 150_MHz hinaus. UKW-Radios mit 
Teleskopantennen sind da nicht so der Hit.
