Haven't used Hotline in years, and didn't use it that much even then. 
Here's a few that might be still working ...

MacOS Retro OS Hotline Servers:
   macos.retro-os.live
   macosx.retro-os.live
   macosix.retro-os.live

System 7 Today Hotline Server:
   hotline.system7today.com

Commodore Amiga Hotline Server:
   amigacity.xyz


Hotline Trackers:
   tracker.preterhuman.net
   hltracker.com
   saddle.dyndns.org

More possible servers and trackers at
