It's really about the user experience.

I'm not implying anything. The behavior I described is for messages I
receive over iMessage. I get SMS messages so rarely anymore that I don't
recall whether I've ever received one while I was away from my phone.
But it would make perfect sense to me if Apple provided the same user
experience (message goes to where user actually is first) for SMS as
well as iMessage. 

If my phone is sitting beside my bed in the bedroom, and I happen to be
in the living room on the couch with my MacBook Pro, or in a car with an
iPad, or whatever, I want the message to appear on whatever device I am
actually using *first*. And that's exactly how it works now for me. You
seem to be saying it works that way for you too with SMS messages. But
unlike me, you seem to be of the opinion it would be better for the
message to appear on the *phone* first even if you are nowhere near it -
just because. No thanks. I'll take the better user experience Apple
provides over that.
