From the instructions, there is no need to run Xcode since everything is
compiled on the command line.

That's certainly not the case with 10.9 and later:

I figured since Apple provides a stand-alone installer for the command line
tools for Mountain Lion, perhaps you could install just that. Perhaps
that's an incorrect assumption.
