That is true if the old Verizon phone is an iPhone, not all old phones 
are iPhones.

If it is not an iPhone then using the Verizon proprietary back-up app, 
first for backing up the old phone, and then to recover the backed up 
data (typically contacts info, images, etc.) to the newly activated 
iPhone. Things might actually be less problematic if your friend goes 
to a bricks & mortar Verizon store and have them facilitate the data 
transfer and activation.
