It sounds like you were trying to run the old version of iPhoto (perhaps iPhoto 2 from OS X 10.3) in OS X 10.5 - without updating iPhoto. You can't expect old software to continue working indefinitely while simultaneously upgrading the operating system. OS X 10.5 was released four years after 10.3; and there were significant enough changes that an update to iPhoto was required. The error message you referenced above also told you you'd need to update iPhoto to a later version that was supported in Leopard. What version OS X were you running? What version of Garage Band were you trying to install? Where did you get that installer? Crazy world, ain't it! Not really, no. What version OS X are you running right now?
