Interestingly, I have a Mac Pro here running 10.10.5, and this default
is not set, yet the behavior is to repeat keys rather than display
special characters:

# defaults read -g ApplePressAndHoldEnabled

2015-10-07 11:51:13.322 defaults[42875:2526764] The domain/default pair
of (kCFPreferencesAnyApplication, ApplePressAndHoldEnabled) does not
exist

# defaults read ApplePressAndHoldEnabled

ApplePressAndHoldEnabled does not exist

I have toggled it at some point in the distant past as a test though,
and perhaps there is some sort of caching behind the change from the
default behavior.
