I've seen sizes of 26" and 39", but not 31". In the late fifties and early sixties, everybody and their brother started up in the hard drive business. By the late sixties the remaining companies transitioned to making IBM-compatible drives and most of the world moved to IBM interfaces, but Bryant didn't make it long enough to get to that point. The era when Bryant existed was short and characterized by huge numbers of totally different designs made for different manufacturers. So I would not be surprised that they would have made platters with lots of weird sizes.
