If someone doesn't speak up with an authoritative answer, here's how I would investigate this. I would first check all DOS 3.1 and 3.2.x disks at hand and see if any of them have this file selector. I would also skim thru Call-APPLE, Apple Orchard, and any other magazines from that time period.
