On my Pi4 to check yesterday, I created an image file, quit the app and 
rmkilled the module. Clicking on the image file gave an error as 
expected. I then loaded just the module with no front end running, and 
the image file worked.

I've just tried on my Mini.m which has just been booted and has !SunFish 
in AddToApps but not run at startup. With an image file saved directly 
on to it's drive over ShareFS (so SunFish front end not run), as soon as 
I double click the image file is loaded and all works as expected, still 
with no front end running - which is what you are trying to do.
