Yes, though it's not obvious because you have to specify the _unlocked_ 
cells in an otherwise locked sheet. I don't think I should try further 
summarising what the Eureka manual page B-30 actually says, so here goes:

"Eureka offers two levels of security for protecting cell contents from 
modification and inspection.

A _locked_ cell cannot be changed, provided the worksheet is protected; 
attempts to modify it directly, format it, move it, paste over it, or 
shift its location via the Insert and Delete commands are denied. You can, 
however, copy a locked cell to another cell. By default, all cells on a 
new worksheet start out locked; however, the locked attribute only takes 
effect when worksheet protection is enabled via Options->Protect Document.
Thus, the normal state allows editing of cells. Once you have enabled 
worksheet protection, you will not be able to do much in the way of 
modifying a locked cell, so if you intend for the user to be able to alter 
the cell, you should unlock it prior to protecting the worksheet.

To lock or unlock a cell, perform the following steps:

1. Select the range or ranges you wish to modify.
2. Choose Format->Protection, or Ctrl-Shift-F2. The cell protection 
dialogue appears.
3. Select or deselect the _Locked_ button as desired.
4. Click _OK_."
