You are looking in the wrong place! At the top of displayed PDF is a bar  
mostly in white on the right hand side you should see a number of little 
icons, and the save button is the one to the right of the Print button. 
hover over it with your mouse and it tell you.

Did you restart Iris for the change to take effect and did you remember to 
'Save' the change.

As an aside, I noticed from your email headers you are still on RISC OS 
5.23 that is now pretty old now, 5.30/5.31 are current versions.

Also Messanger Pro is now on v9.03
