You do know that Win7 no longer receives security updates and that an upgrade at least to win10 is free? Win11 may not run on your machine, but until support for Win10 ends, you should be fine with that. Once you have Win10, install the Windows Subsystem for Linux. In WSL you can run Linux command line programms under windows. Just install Ubuntu Linux in WSL and then use the Ubuntu package manager to install noweb.
