In the past I could buy a loaf of bread for $.05 and a gallon of gas
for $.12.  Welcome to the 21st century.  Costs are up and profits are
down.  The owner of VMS's primary businesses have razor thin margins.
I doubt they can afford to give anything away any more.

I would guess you need to go thru the normal VMS business channels
and convince the salesdroid on the other end that you are serious
about actually buying something.  What about some of our member
resellers? (Do we still have any here?)  Can't one of them give
us a quote on VMS maintenance costs?  Don't we actually have some
people here who provide third-party OS service?  How much do they
charge?
