Mostly misunderstanding. :-D The state of California apparently passed a law that systems that have an "App Store" like thing need to verify the age of people who are buying apps from that store. In doing so, they seem to have conflated the concept of an, "Operating System" with the iOS/macOS and Android application ecosystems: the language of the law talks about Operating Systems, specifically, though I understand there's specific language about app stores or equivalents.
