It's a beta drop of a remote debugger version of ICSDEBUG.EXE.
The documentation is kind of fuzzy but I had used it (not remotely) and it 
works OK.
It contains some remote debug server program that is not well documented.
Some trial and error will be necessary.

Else: I assume building on top of the "DosDebug" API is not an option ?
