Essentially, yes.  IIRC we added one or two header files which were missing 
from the usual toolkit disto (pdpublic.h at least), and maybe fixed the odd
error in a couple of others, and replaced rc.exe with a working version. 
(And replaced the installer, of course.)  Otherwise they should be more or 
less the same.
