So the project to create a full-on Windows workalike continues <https://www.zdnet.com/article/reactos-will-soon-be-much-easier-to-install/>. But it seems to me, if you create a full OS, then you bear the burden of reimplementing all the hardware support yourself. Whereas if you use something like WINE, that implements enough of the Windows APIs to run the userland apps, which is surely all that most people would care about. Since it is layered on top of an OS like Linux, it can leave all the actual hardware support (and filesystem implementation, network stacks etc) to that host OS, and save itself a lot of work.
