What makes 'democracies' safe is inertia and unelected bureaucracies that persist with a life of their own. If you say ACA failed because of Republican intransigence or the SAFE act was stillborn because of Democrat intransigence, or activist judges get above themselves you're looking at checks and balances. 'Progress' has unfortunate overtones so I'll say meaningful change is almost impossible. AIPAC just bought a nomination for a dependably Zionist candidate and are very proud of themselves. It only cost $20 million in their eyes.
