That would be the real answer but it isn't going to happen. When I was a kid we didn't have health insurance. The closest we came was when my father had a hernia repair in a VA hospital since he was a veteran. Otoh, a visit to the doctor was something you could afford to pay out of pocket. The insurance companies operate like Las Vegas. A percentage of the money passing through their hands sticks to their fingers. Vegas casinos don't care about individual winners and losers, just the churn. For health insurance there is no, if not negative, incentive to control costs.
