I can use XFCE with the legacy X11. I recently put Linux Mint on a laptop, using the MATE iso. I was curious what Xfce looked like and added xfce4. I have Xfce on a Debian box but the Mint version was completely different. Since the program is aimed at Win10 refugees I'd recommend they stay with Cinnamon or MATE.
