My landline was never tied to my ISP even when I was on dialup. The ISP 
dropped dialup and did not have a wireless option so I dropped them but I 
was able to keep the email account for $60 / year. I've had the same email 
address for about 30 years so it would be painful to change everything. 
The landline number is linked to a couple of 'rewards' programs but it 
would be much easier to deal with.
