I believe that's how it works and as long as the phone works it will complete the call even if you don't have a calling plan. There sometimes is a problem with which PSAP gets the call. A few years ago someone in the western part of the Virgin Islands reached the San Juan PSAP. Beyond the language problem there wasn't a procedure to transfer the call to a VI site.
