Cygwin! Not really. I've used Cygwin but when you do so you're getting the whole enchilada. What I think Charlie is referring to is a set of native Windows tools. I forget what the package is called but it's one of the first things I install. 'ls' is the one I use the most since I've never gotten comfortable with 'dir'. iirc with Cygwin when you use 'ls' you get some weird message that you have to fix with an environment variable.
