That would be a hard sell for Russia. It's their only ice free Baltic port and home of the Baltic fleet. For all its land mass Russia is short on useful sea ports, hence the sensitivity about the Black Sea ports in the Crimea. After WWI when Poland was recreated and given a corridor to Danzig it isolated East Prussia in a similar way. Germany wanted to build a highway across the corridor for land access, no entrances or exits in Polish territory. Poland refused and it was off to the races. Alaska has a similar problem. During peak covid Canada closed the border and there is no land route from the lower 48 to Alaska.
